ROLE OUTLINE

The purpose of the role is to lead the strategic direction and oversee the strategic development of the youth programme with the outcome of increasing the number of young people involved in Scouting. The incumbent directly manages the programme development and support functions and works with other members of the management team to achieve strategic partnerships with external parties and ensure program compliance throughout ScoutsTT.

REPORTS TO – National Scout Commissioner

RESPONSIBLE FOR – Headquarters Commissioners for Programme Sections and any other HQCs or Coordinators as assigned by NSC

MAIN CONTACTS – Other DNSCs, National Youth Commissioner, Education Methods Committee, ADCs (Programme)

MAIN RESPONSIBILITIES

  • Oversees the development and review of the Youth Programme
  • In collaboration with the DNSC (Development) oversees programme partnerships with external agencies
  • Oversees the implementation of WOSM’s World Programmes in the Association with the assistance of the International Commissioner and the Programme Team
  • Lead the development and review of the National Youth Programme Policy (NYPP)
  • Ensures the Youth Programme is developed and delivered in line with WOSM’s guidelines, the NYPP and any relevant local legislation
  • Approves waivers of programme requirements on behalf of the NSC
  • Leads the development of the Annual Activity Work Plan of the Association
  • Collaborates with the Training Team to ensure adult volunteer training for program facilitator roles is relevant and timely
  • Together with the DNSC (Training & Adult Resources) oversees the development and review of programme manuals and other material
  • Works with the DNSC (Operations) to ensure programme compliance
  • Represent National Headquarters and its various divisions throughout the Association and advise on issues faced specifically or generally through regular reports
  • Assist the National Scout Commissioner in the performance of his duties as and when requested to do so by him and act for him when required to do so

APPOINTMENT REQUIREMENTS

Must complete the relevant training (NLC and Commissioner Training) within twelve (12) months of taking up the role.

Role Description

The Role of the Deputy National Scout Commissioner (Programme) is based on four key deliverables:

Programme Support

  • Lead the development of youth programme handbooks for each section
  • Oversee the conduct of national events not under the purview of the DNSC (Training & Adult Resources)
  • Ensure the delivery of program enrichment activities that may be beyond the capacity of the average Group or District to plan and execute

Programme Development

  • Drive a process of continuous improvement in the development of the Youth Programme
  • Conduct Annual Program Review Fora ensuring participation of volunteers at all levels of program design and facilitation as well as those in direct programme support roles
  • Collaborate with the Marketing/Communications team to ensure conduct of annual program satisfaction surveys and devise plans to address shortfalls identified through the survey
  • Together with the DNSC (Development)/HQC (Partnerships) develop a minimum of one new strategic partnership for the Youth Programme annually

Youth Engagement

  • Work with the National Youth Commissioner and other Commissioners to ensure youth involvement in decision making and activity planning is embedded into the youth programme
  • Assist in the planning and delivery of youth leadership development activities held at a national level
  • Ensure youth input is integral to the development and review process of the YP

Volunteer Support

  • Work with Training Team to produce section leadership manuals
  • Work with the DNSC (Operations) in the implementation of the Quality Scouting Assessment process
  • Work with the HQC (Technology Development) to increase the use of technology in the badge completion, acquisition and awarding process as well as the development of an online/mobile program portal
